香港工程師學會創意嘉年華2017

(香港,2017年6月11日) 香港工程師學會(下稱「學會」)於今天在九龍灣國際展貿中心3樓匯星(Star Hall)舉行「香港工程師學會創意嘉年華2017」,並以「我們的2035」為主題,透過豐富有趣的活動讓市民認識工程專業,並激發年輕一代對工程學的興趣,鼓勵他們將來投身工程專業。

嘉年華開幕典禮由香港特別行政區署理財政司司長楊偉雄太平紳士;中央人民政府駐香港特別行政區聯絡辦公室教育科技部副巡視員劉志明先生;工程界立法會議員盧偉國博士、工程師、太平紳士,SBS,MH;香港工程師學會會長蔡健鴻工程師;以及香港工程師學會副會長暨「創意嘉年華2017」籌備委員會主席黃唯銘博士、工程師主持。各主禮嘉賓將不同的工程元素放入標誌著未來智慧城市的藍圖,代表科技及創新智慧的標示隨即亮起,象徵著工程師與大眾攜手邁向更美好的未來。署理財政司司長楊偉雄太平紳士並於開幕典禮中頒發獎項予「智能城市模型創作比賽」及「我們的2035」舞蹈表演賽之得獎者。

香港工程師學會會長蔡健鴻工程師表示:「香港工程師學會一直致力推動工程專業,希望為業界培育更多工程專才,應付未來的基建工程,同時維持香港的可持續發展。我們亦希望能夠讓市民大眾加深對工程專業的認識,了解工程師的工作及對社會建設的貢獻,從而提升工程師的形象。因此,學會今年再度舉辦『香港工程師學會創意嘉年華2017』,並以『我們的2035』為主題,為年輕一代帶來一個有趣、富教育意義並適合一家大細的週日好去處。」為了讓小朋友從小認識工程專業,從而培養他們對工程學的興趣,學會於開幕典禮中首播一條動畫短片,透過兩位小勇士的冒險經歷,以生動方式介紹學會的21個專業界別,讓學生了解工程專業與日常生活息息相關。

今年嘉年華的精彩活動有工程展覽、攤位遊戲、機械人展覽及工作坊、虛擬實境(VR)遊戲體驗、無人駕駛飛機花式表演及體驗等。透過各項活動及內地科技展品,包括由中央政府聯絡辦教育科技部協助聯絡借出的「數字敦煌VR體驗」及火箭製作影片等,市民可以接觸到最新的工程設計、發明及先進科技產品,了解工程師如何運用先進科技提升人類生活質素。

此外,學會於嘉年華展出多款機械人,讓市民認識工程師如何將先進科技及創意應用其中。當天舉辦的「創意機械人巡遊比賽」鼓勵小朋友與家長發揮創意,共同製作出獨一無二的機械人;參加者更透過機械人製作工作坊接受簡易的機械人入門教學,明白到機械人科技的應用知識,並親手製作微型遙控機械人。

是次嘉年華特設VR體驗區,展區內設有VR單車、VR椅子和VR射擊遊戲,讓市民身歷其境,在虛擬世界中探索。學會亦安排了專業的無人機駕駛員於嘉年華當日作無人機花式表演,市民更於體驗區內試玩無人機電腦模擬器及親身嘗試操作無人機。

嘉年華亦設有多項比賽,包括早前順利舉行、由市區重建局冠名贊助的「智能城市模型創作比賽」;為幼稚園學生而設的「我們的2035」舞蹈表演賽及大專院校樂隊比賽。「智能城市模型創作比賽」的得獎作品於嘉年華場內展覽,而大專學生亦透過樂隊比賽展示其音樂才華。嘉年華閉幕典禮上更邀得發展局局長馬紹祥工程師、太平紳士為「智能城市」填色及繪畫設計比賽和創意機械人巡遊比賽頒發獎項,藉以鼓勵同學繼續發揮無限創意,推動科技教育發展。各項比賽的得獎結果已於活動網頁上公佈。

為帶動嘉年華的歡樂氣氛,學會邀請了各政府部門及工程相關公司的樂隊,於大專樂隊比賽後表演。而兒童天地除設有充氣彈床及滑梯外,更特意加入電子繪畫區,讓小朋友發揮藝術天份。透過精彩的嘉年華活動,到場市民都渡過了一個歡樂及富知識性的週日。

香港工程師學會 天台倒塌事件–有關建築物建造工程程序記者招待會

(香港,2016年5月30日) 香港工程師學會 (下稱「學會」) 非常重視及密切關注近日有關香港城市大學天台倒塌事宜。有見社會對於事件的疑慮以及對建築物結構和有關工程的各項疑問,學會於2016年5月30日召開記者招待會,就事件提出以下意見和專業建議:

  1. 是次天台倒塌事件可能因改變天台用途,導致恆載增加,大樓天台結構無法承受超出原則設計的荷載,而引致天台結構整體倒塌。
  2. 學會認同屋宇署及香港城市大學應盡快搜証,詳細調查、分析和找出今次嚴重結構性倒塌的原因,並因應調查結果提出建議,確保將來同類事件不會再次發生。同時亦應審慎評估大樓其他結構部分會否受今次倒塌影響。由於現時我們沒有詳細資料,因此學會就這次事件暫不作進一步評論。
  3. 學會認為除了關注天台綠化項目,政府須宏觀回應市民對建築物建造工程及相關呈交圖則審批流程的疑問。學會認為任何人士對現存建築物進行建造工程而可能影響原本結構荷載設計,項目負責人應根據香港法例第123章《建築物條例》第4(1)b條及《建築物(管理)規例》第12條的法定要求,尋求註冊結構工程師的專業意見以評估結構安全及法例的需要。若註冊結構工程師判斷有關工程會影響結構而需要呈交圖則予屋宇署審批,負責人便需要根據香港法例第123章《建築物條例》第4(1)a條聘用認可人士作為有關工程的統籌人。
  4. 學會認為若涉及改變建築物用途的建築工程,則必須根據《建築物條例》第123章第25條呈交重大用途更改通知。
  5. 學會十分關注合規合法的工程程序以保障樓宇結構及市民的安全,認為《建築物條例》及有關法規已為業界提供適當規範及監管,以保障樓宇結構及市民安全,並對屋宇署於2016 年 5 月25日發出的《學校建築物設置綠化天台須知》特別通告,為同類綠化工程提供進一步指引表示歡迎。
  6. 學會擬推出「結構工程師義務諮詢服務」,以向公眾提供與天台綠化項目有關之樓宇結構的專業意見及協助,服務詳情稍後會於學會網站上公佈。

香港工程師學會會議 「你的未來.一帶一路」 The Hong Kong Institution of Engineers Conference "Our Hub • Your Future in Belt and Road"

(香港,二零一七年四月七日) 香港工程師學會 (下稱「學會」) 於今天假香港會議展覽中心舉辦「香港工程師學會『你的未來.一帶一路』會議」。學會舉辦是次會議以深入了解中央政府於2013年提出的策略性願景 – 建設「絲綢之路經濟帶」及「二十一世紀海上絲綢之路」(簡稱「一帶一路」),並探討香港如何充分發揮其「超級聯繫人」的獨特優勢,提供工程、財務、管理及法律等不同的專業服務,以把握「一帶一路」帶來的發展機遇。

 

學會會長蔡健鴻工程師及主禮嘉賓香港特別行政區行政長官梁振英先生分別於開幕典禮上致辭,其後香港特別行政區發展局局長馬紹祥工程師,以及上海市政協副主席周漢民教授發表了主題演講,介紹「一帶一路」的背景、發展方向與未來展望。

 

是次會議邀請到多個界別和地區的專家講者出席,他們於會上與持份者從多方面進行研究和交流。講者包括 (依英文姓氏順序排列) 香港會計師公會主席陳美寶女士、中冶海外香港有限公司高級項目經理房順堯先生、匈牙利駐香港及澳門總領事館商務專員高彼得博士、澳門一帶一路研究會常務副會長關冠雄先生、英國土木工程師學會代表柯家威博士、工程師、香港律師會副會長彭韻僖律師、中國航天工業科學技術諮詢有限公司總經理王莉女士,以及香港貿易發展局副總裁葉澤恩先生。他們跟與會者分享了於「一帶一路」沿線區域建設的經驗,並探討業界人士如何裝備自己迎接「一帶一路」帶來的機遇以配合國家發展。

 

會議吸引了約二百名會員與持份者參與,反應熱烈。透過會議,各與會者對「一帶一路」加深了認識,並了解到各個界別於「一帶一路」發展中扮演的角色,並展望在區域發展中拓展新商機。

(Hong Kong, 7 April 2017) The Hong Kong Institution of Engineers (HKIE) organised
a Conference titled “Our Hub • Your Future in Belt and Road” today at the Hong Kong Convention and Exhibition Centre. It served as a platform for in-depth discussions on the strategic vision of building a new “Silk Road Economic Belt” and a “Twenty-first Century Maritime Silk Road” (the Belt and Road) put forward by the Central Government of China in 2013. The Conference also addressed the opportunities brought by the Belt and Road Initiative, and the wide range of professional services on the engineering, financial, management, legal and other aspects that Hong Kong, as a “super-connector”, can provide for business advancement.

 

The Opening Ceremony commenced with a welcoming remark given by Ir Joseph CHOI, President of the HKIE and a speech by the Guest of Honour, The Honourable C Y LEUNG, Chief Executive of the Hong Kong Special Administrative Region. After the Opening Ceremony, Ir Eric MA, Secretary for Development of the Hong Kong Special Administrative Region Government and Prof ZHOU Hanmin, Vice Chairman of Shanghai Committee of Chinese People’s Political Consultative Conference delivered keynote speeches to introduce the background, development strategies and visions of the Belt and Road Initiative.

 

The Conference also invited various speakers from different sectors and countries to discuss and exchange views from different perspectives. The speakers were (in alphabetical order of surname) Ms Mabel CHAN, President of the Hong Kong Institute of Certified Public Accountants; Mr FONG Shun Yiu, Senior Project Manager of MCC Overseas Hong Kong Limited; Dr Péter GARAI, Trade Commissioner of the Consulate General of Hungary in Hong Kong and Macau; Mr Antonio KUAN, Executive Vice President of the Macao Association for Studies of the Belt and Road; Ir Dr Douglas E OAKERVEE, Special Representative for China of The Institution of Civil Engineers; Ms Melissa PANG, Vice-President of The Law Society of Hong Kong; Ms WANG Li, General Manager of China Aerospace Science & Technology Consulting Co Ltd; and Mr Raymond YIP, Deputy Executive Director of Hong Kong Trade Development Council.

 

The Conference was well-attended by some 200 members and stakeholders, during which overwhelming responses were received. Through the Conference, the participants’ understanding of the Belt and Road Initiative and how Hong Kong’s professional services can play the role in and benefit from the “Belt and Road” has been deepened.

香港工程師學會 頒發工程界殊榮予傑出工程師 The Hong Kong Institution of Engineers Conferred Four Engineering Awards to Outstanding Engineers

(香港.2017年3月22日) 香港工程師學會(學會)於2017年3月17日舉行的第42屆周年晚宴中,共頒發了4項工程界殊榮予傑出工程師。當中包括陳清泉教授、工程師獲學會選為「名譽資深會員」;高志偉工程師獲頒發「會長特設成就獎」;蕭曉暉工程師則獲本年度「傑出青年工程師獎」;而已連續第十年舉辦的「香港工程師學會青年會員創意獎」,由鄭綽德先生、蔡曜暉先生、郭倩明小姐及梁卓烽先生奪得(組別I)。

香港工程師學會名譽資深會員2017

為表揚會員對學會、工程界的貢獻、或於科學、工程領域上的成就,學會每年均可推選會員成為名譽資深會員。本年度獲選之會員為陳清泉教授、工程師。

被譽為「電動汽車之父」的陳清泉教授、工程師,為香港工程師學會前任會長。出生於印尼。陳教授從中國礦業大學畢業,並先後取得清華大學碩士及香港大學哲學博士學位。

陳教授從1959 年開始任教於多所國際著名學府,包括美國加州伯克利大學、美國麻省理工學院及英國劍橋大學丘吉爾學院出任訪問教授。於國內,陳教授為中國礦業大學信電學院院長及可持續能源研究院院長、中國渤海大學名譽校長及校董會董事長,並創辦了國際高等研究院。現任香港大學榮譽教授。

作為電動汽車先驅,陳教授於1986年創辦了國際電動汽車研究中心,於1990年成為世界電動汽車協會的創始人。他對電動汽車進行了不懈的研究和開發創新,提出了電動汽車的工程哲學,揭示了電動汽車的系統集成與優化設計規律,發明了多種電動汽車專用的特種電機及其控制裝置,研製了多輛不同類型的電動汽車。

陳教授為世界著名的電機、電力驅動和電動汽車專家,中國工程院院士、英國皇家工程院院士、烏克蘭工程科學院院士、匈牙利工程院榮譽院士、香港工程科學院院士、美國電機電子工程學會會士、英國工程技術學會資深會員,以及香港工程師學會前任會長和資深會員。

2001年被亞洲權威期刊《亞洲新聞》評選為亞洲最佳技術創新者。2003年被期刊《Global View》冠譽為「亞洲電動車之父」。2007年獲美國汽車工程師學會頒發環保交通卓越成就獎。獲頒的傑出獎項包括世界工程師組織聯盟傑出工程勳章、英國皇家工程院的「菲利普親王獎章」、中國工程院的光華獎及香港工程師學會榮譽大獎。

陳教授擔任國內外之專業學會的公職20多項,著書11本、300多篇科技論文和10個專利。他積極參與全球電動汽車技術的推廣,擔任多個國際學術期刊的主編或特約主編、包括中國大百科全書第二版、中國電氣大典及聯合國教科文組織百科全書總編委、美國電機電子工程師學會學報專輯客座主編、英國工程技術學會學報及國際電動汽車與混合動力汽車期刊編輯;他亦是亞洲電動汽車學報榮譽主編及國際電機工程理事會學報主編等。

會長特設成就獎2017

為表揚對學會有特殊貢獻的會員,學會設立了「會長特設成就獎」。本年度獲選之會員為高志偉工程師。

高志偉工程師於1980年畢業於英國南安普敦大學,取得電機工程學士,並以一級榮譽畢業。高工程師擁有專業英語文學碩士及工商管理碩士學位。

高志偉工程師於1991年加入金城營造集團任職合約經理,2004年獲委任為營運總裁。在此以前,他曾於中華電力有限公司任職。

高工程師是香港工程師學會及英國工程技術學會的資深會員。一直致力以工程專業知識服務社會,出任不少相關職務。他曾擔任香港學術評審局行業專家,並服務過多個上訴及紀律委員會,現任大律師紀律審裁團成員及港九電器工程電業器材職工會榮譽顧問。於學術層面上,高工程師是民生書院辦學團體義務司庫,亦是香港理工大學電機工程系顧問委員會及職業訓練局專業教育培訓顧問委員會成員。

過去16年,高工程師曾服務香港工程師學會多個政策委員會及事務委員會,並活躍於各個分部及界別顧問小組,出任45個不同的職務。他現為電機界別顧問小組主席,還曾擔任電機分部和燃氣及能源分部主席。高工程師對學會的資歷審核之發展貢獻良多,曾出任界別檢討專責小組及仲會員晉身正會員途徑專責小組主席。在他的領導下,新成立的界別需要通過一系列的準則及機制方可成立。其他晉身正會員途徑亦相繼推行,讓仲會員可選擇不同途徑晉身正會員。此外,為達至國際要求,高工程師正帶領工作小組,以才能為本的方式,考核工程師的經驗及能力,並已於各個界別開展試行。

高工程師為學會舉辦的籌款活動不遺餘力,他帶領籌款小組,並提出多項建議,為學會籌得逾港幣二百萬,為擴充學會金百利總部出力。

傑出青年工程師獎2017

學會舉辦的「傑出青年工程師獎2017」,旨在表揚青年工程師在工程專業、社會事務以及學會會務上的成就及貢獻。獎項評審委員透過多項審核與面試,選出本年度獎項得主蕭曉暉工程師。

蕭曉暉工程師畢業於香港大學,取得工程學學士(醫學工程)及生物醫學工程哲學碩士學位。蕭工程師現職香港特別行政區機電工程署生物醫學工程師,為機電工程署開辦生物醫學工程技術員認證計劃中主要成員之一,他曾為公共牙科服務引進數碼化輻射成像系統。蕭工程師致力透過創新工程技術,推動本港生物醫學工程業界發展,提昇公共醫療服務質素。蕭工程師分別於2015年至2017年間兩次獲頒機電工程署署長嘉許狀,以表揚他出色的工作表現。

蕭工程師對服務香港工程師學會及工程業界貢獻良多。他現任香港工程師學會生物醫學分部委員會名譽秘書、香港工程師學會學校大使、電機暨電子工程師學會生物醫學工程學會香港澳門聯合分部委員會委員,並曾擔任香港工程師學會師傳薈委員會名譽司庫及委員(2012-2015年)。作為香港工程師學會專業人士義工服務嘉許計劃的領袖義工大獎四屆得獎者,蕭工程師積極籌劃多個專業活動,並義務支援世界衛生組織及亞洲醫療器材法協調和醫療科技推廣工作。

除了參與專業事務外,蕭工程師現為香港小童群益會結伴成長計劃督導委員會成員、工程及醫療義務工作協會義工,並曾擔任國際扶輪3450的副地區扶輪青年代表(2010/2011年)。他亦出任本港各大學生物醫學工程學科的客席講師,為社會服務。本年度,除「傑出青年工程師獎」外,學會亦同時頒發優異獎予梁志滔工程師及張欣宇工程師。

香港工程師學會青年會員創意獎2017

為鼓勵學會青年會員透過工程知識,發揮創意,加強工作方面的興趣,學會已連續第十年舉辦「香港工程師學會青年會員創意獎2017」,並得到已故會員歐陽國盛工程師家人贊助是次活動。參賽作品須為學會專業界別的範疇,設計的原創性及創意均為主要評審準則。比賽分兩個組別,包括組別I 專業發明,以及組別II 以及創新應用。本年度的大獎得主為鄭綽德先生、蔡曜暉先生、郭倩明小姐及梁卓烽先生 (組別I)。

組別I —發明

點菜易:為視障人士重拾外出用膳樂趣的流動應用程式 — 鄭綽德先生、蔡曜暉先生、郭倩明小姐及梁卓烽先生

一隊由四位機電工程署資訊及生物醫學年輕工程師組成的團隊研發出一個創新的流動裝置應用程式-「點菜易」,讓視障人士能利用智能手機隨時讀出儲存在系統內的餐牌,助全港約17萬視障人士外出用膳時作點餐之用。

視障人士外出用膳點餐時,大多需要依靠侍應或朋友為他們閱讀餐牌。縱使部份餐廳提供點字版本,摸讀點字餐牌時仍相當費時不便。「點菜易」以視障人士最常用的iOS應用程式平台為基礎,配合手機的讀屏及觸控式螢幕手勢等輔助功能設計而成,餐廳負責人可透過附設的網上內容管理系統更新餐牌。

四位工程師以義務形式為香港失明人協進會擔任這項目的研發及技術顧問。「點菜易」已於2017年1月17日在香港失明人協進會主辦的發佈會上正式面世。

本年度,學會亦同時頒發優異獎予組別I的陳睿超先生和組別II的吳沛林博士、工程師。

(22 March 2017, Hong Kong) The Hong Kong Institution of Engineers presented four engineering awards at the 42nd Annual Dinner of the Institution which was successfully held on 17 March 2017. Ir Prof Chan Ching Chuen received the honour of the “HKIE Honorary Fellow 2017”, “The President’s Award 2017” was conferred on Ir Gary C W Ko, The “Young Engineer of the Year Award 2017” was presented to Ir Stanley H F Siu, and the “HKIE Innovation Awards for Young Members 2017” went to Mr Cheng Cheuk Tak, Mr Choi Yiu Fai, Miss Kwok Sin Ming and Mr LEUNG Cheuk Fung (Category I).

The HKIE Honorary Fellow 2017

Honorary Fellow may be elected each year from those who, by reason of their special services either to the Institution, to engineering generally, or by virtue of their occupying distinguished positions in science or industry, merit such recognition. This year, Ir Prof Chan Ching Chuen receives the honour of the HKIE Honorary Fellow.

Ir Prof C C Chan, who is a former HKIE President, is known to many as the “father of electric vehicles”, was born in Indonesia, graduated from the China University of Mining and Technology, and received a MSc from the Tsinghua University and a PhD from The University of Hong Kong.

Ir Prof Chan started his academic career in 1959 and is now an Honorary Professor at The University of Hong Kong. He is a Visiting Professor at several prominent institutions including the University of California at Berkeley, and MIT, and is a By-Fellow of Churchill College and the University of Cambridge. He is currently also the Dean of the School of Information and Electrical Engineering and Director of the Institute of Sustainable Energy at the China University of Mining and Technology, Honorary President and Council Chairman of the Bohai University, China, and Founder of the C. C. Chan International Innovation Collaboration Centre in China.

An electric vehicles pioneer, Ir Prof Chan founded the International Research Centre for Electric Vehicles in 1986 and co-founded the World Electric Vehicle Association in 1990. His fundamental contributions have been in establishing the basic principles of modern electric vehicle systems, and establishing a theoretical bridge between the microscopic and macroscopic in energy systems, and developing the mechanism for optimising multi-energy system configurations for large-scale applications including electric vehicles.

Ir Prof Chan has served as a senior consultant or advisor to leading international automobile, electrical and electronic corporations. He is a Fellow of the Chinese Academy of Engineering, a Fellow of the Royal Academy of Engineering in the UK, a Fellow of the Ukraine Academy of Engineering Sciences, an Honorary Fellow of the Hungarian Academy of Engineering, a Fellow of the Hong Kong Academy of Engineering Sciences, a Fellow of IEEE, IET, and, most importantly, a Fellow and Past President of the HKIE.

Asiaweek hailed him as one of Asia’s “Best Technology Pioneers” in 2001. He was also named the “Father of Asian Electric Vehicles” by Global View Magazine in 2003 and was awarded the “Environmental Excellence in Transportation Award for Education, Training and Public Awareness” by the Society of Automotive Engineers (SAE) in 2007. Other prominent awards include the World Federation of Engineering Organisations’ “Medal of Engineering Excellence” and the “Prince Philip Medal”, the highest award of the Royal Academy of Engineering, the Chinese Academy of Engineering Guanghua Prize (光華獎), and the HKIE Gold Medal.

Ir Prof Chan holds more than 20 posts in local and international professional institutions, has authored or co-authored 11 books, and over 300 technical papers, and holds ten patents. He plays an active role in the dissemination of information on electric vehicles, on the Chief Editorial Board of the China Grand Encyclopedia, and through the China Electrical Engineering Canon, the UNESCO Encyclopedia, as Guest Editor of the IEEE Proceedings, as Editor on the Editorial Board of the IET Journal, the International Journal of Electric and Hybrid Vehicles; as Honorary Editor-in-Chief of the Journal of Asian Electric Vehicles, and as Co-Editor-in-Chief of the Journal of Council on International Electrical Engineering.

The President's Award 2017

The President’s Award was set up by the Institution in recognition of the dedicated and valuable service of a member of any class who has served the Institution with distinction. This year, Ir Gary C W Ko received the honour of the President’s Award.

Ir Gary Ko obtained a BSc (Hons) (First Class Honours) in Electrical Engineering from the University of Southampton, the UK, in 1980. He also received Master’s Degrees, in Business Administration and English for Professionals, from the City University of Hong Kong and The Hong Kong Polytechnic University (PolyU) respectively.

Ir Ko started his professional career as a Graduate Trainee at the China Light & Power Company Limited and joined the Kum Shing (KF) Construction Company Limited as Contracts Manager in 1991. He became Executive Director & Chief Operating Officer of the Kum Shing Group in 2004.

Ir Ko is a Fellow of the HKIE and the Institution of Electrical Engineers and has represented the engineering profession in various capacities. He was a Subject Specialist on the Hong Kong Council for Academic Accreditation and has also served on a number of Appeal/Disciplinary Board Panels. Currently, he is a member of the Barristers Disciplinary Tribunal Panel and an Honorary Advisor to the Hong Kong & Kowloon Electrical Engineering & Appliances Trade Workers Union. In the academic field, he serves on the School Sponsoring Body of Munsang College, the Advisory Committee for the Department of Electrical Engineering, PolyU, and the Vocational Education and Training Advisory Committee of the Vocational Training Council.

Ir Ko has served on various Boards and Committees of the Institution in more than 45 different capacities over the last 16 years. He is also active on the Divisions and Discipline Advisory Panel and was the Chairman of the Electrical Division and Gas & Energy Division. Currently, he is the Chairman of the Electrical Discipline Advisory Panel. Ir Ko has made significant contributions to the development of the qualifying functions of the Institution. He chaired the Task Force on the Review of Disciplines and the Task Force on an Associate Membership Route to Corporate Membership. Under his chairmanship, the formation of new Disciplines is now subject to a set of enhanced criteria and mechanisms. Alternative routes are also in place to facilitate the transfer of Associate Members to Corporate Membership of the Institution. To keep up with international trends in the assessment of the experience and professional competence of engineers, Ir Ko is leading a Working Group implementing a competence-based approach. A pilot run of the Disciplines is in progress.

Ir Ko has devoted much effort to the Institution’s fundraising activities, and has raised around HK$2 million for the Institution in recent years. He led the Special Group on Fundraising for the Institution’s Accommodation to develop strategies for raising funds to cover the purchase of the Institution’s new accommodation in Island Beverley. He now chairs the Committee on Fundraising, which is responsible for raising funds to cover repayment of the related mortgage.

Young Engineer of the Year Award 2017

Following the overwhelming response to the Young Engineer of the Year Award in previous years, the HKIE organised the Young Engineer of the Year Award once again in 2017. The Award recognises the achievements of young engineers who have made significant contributions to the profession, to the community of Hong Kong, and to the HKIE. The selection process has been competitive, hence the decision on the selection has never been easy for the Panel of Judges. This year, the Award goes to Ir Stanley H F Siu.

Ir Stanley Siu received his BEng (Medical Engineering) and his MPhil (Biomedical Engineering) from The University of Hong Kong.

As a biomedical engineer in the Electrical and Mechanical Services Department (EMSD), Ir Siu strives to enhance the quality of public healthcare services through innovative engineering solutions. His contributions include the introduction of digital dental radiography to public dental services and the development of a certification course for biomedical technicians. His outstanding performance was recognised by the EMSD Director’s Commendation twice between 2015 and 2017.

Ir Siu is committed to serving the HKIE and the engineering profession. He is the Honorary Secretary of the HKIE Biomedical Division, an HKIE School Ambassador and a Committee Member of the Engineering in Medicine and Biology Society Hong Kong and Macau Joint Chapter of the Institute of Electrical and Electronics Engineers. Previously he served on the HKIE President’s Protégés Club Committee and has won the Grand Leadership Award under the HKIE Professional Volunteers Service Accreditation Programme four times. Ir Siu has organised many professional events and has volunteered for the World Health Organisation and Asian Harmonisation Working Party on the dissemination and harmonisation of medical technologies.

Ir Siu is also devoted to community service, and has served on the Steering Committee of the “Growing Partner” mentorship scheme under The Boys’ and Girls’ Clubs Association of Hong Kong. He is also a volunteer with the Association for Engineering and Medical Volunteer Services and is the Deputy District Rotaract Representative (2010/2011) of the Rotary International District 3450. In addition, he also teaches at local universities with biomedical engineering programmes as a visiting lecturer.

This year, Ir Vincent C T Leung and Ir Zhang Xinyu were also presented with Certificates of Merit.

The HKIE Innovation Awards for Young Members 2017

With an aim to encourage our young members to develop their creativity through innovative application of engineering knowledge, and to inspire upon them to develop their intellectual and career interests in engineering, the Institution launched the HKIE Innovation Awards for Young Members since 2008, an initiative with the generous support of the family of the late Ir Kenneth Au-yeung. The entry can focus on any areas of engineering discipline within the context of the HKIE. There are two main categories, namely Category I - An Invention and Category II – An Innovative Application of Engineering Theories. The innovativeness of the Design will be assessed based on its originality and creativity. This year, the Grand Prize went to Mr Cheng Cheuk Tak, Mr Choi Yiu Fai, Miss Kwok Sin Ming and Mr Leung Cheuk Fung (Category I).

Category I - An Invention

TapMyDish: A Mobile App to Make the Experience of Dining-out Joyful Again for the Visually Impaired by Mr CHENG Cheuk Tak, Mr CHOI Yiu Fai, Ms KWOK Sin Ming & Mr LEUNG Cheuk Fung

To help more than 170,000 visually impaired persons (VIPs) in Hong Kong read through restaurant menus, a team consisting of four young information and biomedical engineers from the Electrical and Mechanical Services Department has developed TapMyDish, an innovative mobile app that allows VIPs to use their smartphones to read out the restaurant menus on-demand.

Usually, VIPs have to rely on the assistance of waiters or their sighted companions to read restaurant menus for them. Although some restaurants provide Braille menus for VIPs, reading a Braille menu can be time-consuming and inconvenient. TapMyDish uses the accessibility features of smartphones on the iOS platform, the mobile platform which is most commonly used by VIPs. An online content management system developed together with the mobile app allows restaurant owners to update their menus.

The four engineers have all worked as Hong Kong Blind Union volunteers and technical advisors on this project. The mobile app was officially launched in a ceremony hosted by the Hong Kong Blind Union on 17 January 2017.

This year, the Certificate of Merit in Category I was presented to Mr Remus Y C Chan while Certificate of Merit in Category II was presented to Ir Dr Ng Pui Lam.

(香港,九月七日) 香港工程師學會 (下稱「學會」)會長蔡健鴻工程師於今天舉行的傳媒午餐聚會上介紹學會本年度的新動向及發展方向。

今年學會的主題為「五個我們的:一個學會‧一個專業‧一個未來‧一帶‧一路」。蔡會長致歡迎辭時強調︰「『一帶一路』合作倡議以連接歐亞各地為目標,是中國未來的策略發展藍圖,將會帶動多項大型基礎設施及建築工程,尤其在打造國際經濟合作走廊時開展的新鐵路及運輸系統項目方面,將會為香港工程師提供一個寶貴機會,以卓越的工程經驗、具國際水平的專業工程知識、善於利用創新建築技術,在香港和『一帶一路』沿線國家的經濟發展上擔當重要角色。」

蔡會長表示,為幫助會員了解「一帶一路」合作倡議,學會成立了內地事務網上資料庫,當中載有「一帶一路」相關新聞、活動及國家重點規劃政策資料等,讓會員能掌握「一帶一路」的最新消息。

為讓市民及學生更了解工程專業,學會將於明年六月舉辦以“Look for the Future – 2035”為主題的嘉年華會,希望透過攤位遊戲、展覽、比賽、工作坊和樂隊表演等有趣活動,吸引年輕一代對工程學的興趣,鼓勵他們投身工程專業。

另外,在培育年輕工程師方面,學會亦將舉辦名為“Dialogue with Our Executives”的交流活動,讓資深工程師分享他們寶貴的工作及人生經驗,幫助年輕會員了解業界前景,裝備自己迎接新機遇與挑戰。

此外,蔡會長今年亦繼續推行「師傳薈」計劃,以培育年輕工程師在工程專業的發展。蔡會長強調︰「他們將會跟隨本人參與不同的活動及會議,了解資深工程師的日常工作,希望能啟發他們的潛能,將來回饋工程界及社會。」

對於今年舉行的立法會功能界別及選舉委員會界別分組選舉,蔡會長期望工程界代表繼續為業界發聲,代表香港工程師反映意見。

(7 September 2016, Hong Kong) President Ir Joseph Choi Kin-hung is pleased to announce this year’s new initiatives of the Hong Kong Institution of Engineers (HKIE) at the media luncheon today.

“Our Five O’s: One Institution‧One Profession‧One Great Future‧One Belt‧One Road” is the theme of the Institution for the year ahead. Ir Choi emphasised in his welcoming remarks, “Belt and Road Initiative is the strategic vision for the future development of Mainland China. It calls for extensive infrastructure construction, in particular a new rail and transportation system for establishing the international economic cooperation corridors along the ‘Belt and Road’. It will be a great opportunity for Hong Kong engineers to leverage their experience and knowledge of international technical standards, as well as their skills to utilise innovative development models, to play a significant role in the economic prosperity of Hong Kong and countries under the Belt and Road Initiative.”

Ir Choi highlighted that to provide members with information on the development of Mainland China under this Belt and Road Initiative, the Institution has launched an Information Hub on Mainland Affairs on the HKIE website with updates on the news, events, major policies and official announcements relating to the engineering industry.

The Institution will also organise the HKIE Fiesta 2017 with the theme “Look for the Future – 2035” to strengthen public and student’s understanding on engineering profession. Consisted of game booths, exhibitions, competitions, workshops and band shows, the Fiesta aims to arouse the young generation’s interest in engineering studies and to pursue engineering as their lifelong career.

To facilitate all-round development of our young members, the Institution will hold gatherings titled “Dialogue with Our Executives” with experience sharing by our Officers.

This year, the HKIE President’s Protégé Scheme will continue as part of the HKIE’s commitment to nourish young engineers. Ir Choi highlighted, “these enthusiastic young engineers will shadow myself to attend events to gain experiences, and in return, they will contribute for the benefit and advancement of society.”

For this year’s Legislative Council Functional Constituency Elections and Election Committee Subsector Election, Ir Choi anticipated that the representatives of the engineering industry will continue to reflect the views for the profession and serve as an effective communication channel between the Hong Kong engineers and the Administration.
