（香港，2025年4月17日）香港工程師學會（「學會」）關注申訴專員公署就建造業職業安全及健康的主動調查行動報告，學會一直十分重視建造業的職安健，強調所有從業員，不論職級崗位，在任何情況下，都要以確保安全為首要原則。對於報告中指出，有「合資格人士」在未有妥善檢查裝置或機械便簽署指定表格，甚至預先簽署多張表格，學會對此深表關注。這類不符合程序的行為可能對工程安全及質量構成風險，學會認為必須予以高度重視並採取措施改善。

近年，工地屢次出現嚴重意外，造成人命傷亡。學會關注相關「合資格人士」未有妥善檢查便簽署表格的做法。按照現行機制，事件如涉及學會會員，學會將嚴肅處理，如發現事件牽涉專業失當行為，學會定當根據會章、紀律及操守規章，採取適當與相應的紀律行動，以確保會員的專業操守及質素維持應有水平，並符合社會大眾的期望。

學會鼓勵工程師積極將技術創新應用於設計安全系統及風險評估中，並與建築師、技術人員等其他專業人士密切合作，同時加強對系統操作員的培訓。通過將創新科技與更完善的安全措施融入整體工程過程，致力於創造並維持更安全、更可持續的工作環境，以保障前線從業員的生命與健康，推動建造業的職業安全與健康發展。

(Hong Kong, 19 April 2025) The Hong Kong Institution of Engineers (“HKIE”) expresses concern over the direct investigation report released by the Office of the Ombudsman regarding occupational safety and health (OSH) in the construction industry.  The HKIE has always attached great importance to OSH in the construction sector, stressing that all practitioners, regardless of their rank or role, must prioritise safety under all circumstances.  The HKIE is deeply concerned by the report’s findings that some “competent persons” have signed prescribed forms without properly inspecting the relevant equipment or machinery, and even pre-signed multiple forms in advance in some cases.  Such procedural breaches may pose risks to the safety and quality of engineering projects.  The HKIE believes that such issues must be addressed with high level of seriousness and improvement measures inplementated.

In recent years, serious site accidents have occurred repeatedly, resulting in tragic loss of life. The HKIE is alarmed by the reported conduct of those “competent persons” who signed certification documents without thorough inspection.  Under existing mechanisms, should any such incidents involve HKIE members, the HKIE will handle the matter with due seriousness.  Where professional misconduct is identified, appropriate and commensurate disciplinary actions will be taken in accordance with the Constitution, the Rules of Conduct, and Disciplinary Regulations, to uphold the professional integrity and standard rightly expected of our members, and to meet the expectations of the wider public.

The HKIE encourages engineers to actively apply technological innovations in the design of safety systems and risk assessments, and to work intimately with architects, technicians, and other professionals.  In parallel, training for system operators should be strengthened.  By integrating innovative technologies and enhanced safety measures into the overall project lifecycle, engineers may work towards creating and maintaining a safer and more sustainable working environment, safeguarding the lives and well-being of frontline practitioners and advancing OSH in the construction industry.

行政長官李家超先生祝賀學會50周年，並認同工程界的重要貢獻：「香港工程界在創新與應用科技領域一直實現突破發展，包括建築信息模型（BIM）、組裝合成建築法（MiC）和數碼分身（Digital Twin）等前沿應用。」他指特區政府重視學會在推動MiC技術普及化發揮的關鍵作用，並欣見近期200多位學會會員通過試點職稱評價，成為香港首批獲得内地職稱的專業人士。他說：「各項發展將進一步推動區域合作，助力香港更好融入國家發展大局。」

香港多年來舉足輕重的工程項目不勝枚舉，席上，學會公布「東深供水工程」獲頒「典範工程」榮譽。東江水支持着本港的經濟活動及市民日常生活，今年適逢東江水供港60周年，這個榮譽稱號為「東深供水工程」更添意義。

香港工程師學會獎項

晚宴上亦頒發了4項重要學會年度獎項，包括名譽資深會員、香港工程師學會榮譽大獎、會長特設成就獎及傑出青年工程師獎。

為表揚會員對學會、工程界的貢獻，或於科學及工程領域上的成就，學會每年都會考慮推選個別優秀會員成為「名譽資深會員」。本年度獲選之會員為學會前任會長陳嘉正博士、工程師及香港浸會大學校長衞炳江教授、工程師。

香港工程師學會榮譽大獎會頒發予傑出會員，以表彰其在相關專業領域中的卓越成就與貢獻。今年由在鐵路及物業基礎建設領域擁有超過40年經驗的戚偉強工程師獲得。

為表揚對學會有特殊貢獻的會員，學會設立了「會長特設成就獎」。本年度獲選之會員為黃維安工程師，其在學會及多個國際工程專業組織擔任不同崗位。

為表揚青年工程師在工程專業、社會事務，以及學會會務上的成就及貢獻，學會每年均舉辦「傑出青年工程師獎」。今年的得主是鄭湃博士、工程師，優異獎獲獎者為梁建峰工程師及梁婉婷工程師。

 (7 April 2025, Hong Kong) – The Hong Kong Institution of Engineers (HKIE) Grand 50th Annual Dinner was held on 3 April, during which a series of awards were presented to distinguished members, an Exemplary Project, and Legacy Award projects.  The HKIE was greatly honoured to have invited The Honourable John K C Lee, GBM, SBS, PDSM, PMSM, Chief Executive of the Hong Kong Special Administrative Region, as the Principal Guest.  Also attending were Mr Wu Xiuzhang, Vice Minister of the Ministry of Human Resources and Social Security of the People’s Republic of China; Mr Ye Shuiqiu, Deputy Director-General of the Department of Educational, Scientific and Technological Affairs of the Liaison Office of the Central People’s Government in the HKSAR; Mr Bao Haibin, Counsellor of The Commissioner’s Office of China’s Foreign Ministry in the HKSAR; and many senior officials of the HKSAR Government, together with over 1,800 leaders and representatives of Hong Kong, mainland, and overseas professional bodies, as well as industry elites, to celebrate the HKIE’s 50th Anniversary.

At the Dinner, Ir Eric Ma, President of the HKIE, officiated the presentation of the five HKIE awards.  The Honorary Fellow title was conferred upon Ir Dr Andrew K C Chan and Ir Prof Alexander P K Wai.  The HKIE Gold Medal was awarded to Ir Stephen W K Chik.  President’s Award was presented to Ir Duncan W O Wong.  Young Engineer of the Year Award went to Ir Dr Zheng Pai.  During the evening, the HKIE also unveiled the 19 Grand Awards and 3 Legacy Awards of the HKIE 50th Anniversary Legacy Award.  Besides, the “Dongjiang–Shenzhen Water Supply Scheme” received a special recognition as an “Exemplary Project”, marking a meaningful tribute to the 60th anniversary of Dongjiang Water Supply to Hong Kong.

Chief Executive Mr John Lee congratulated the HKIE on its 50th Anniversary and commended the engineering sector’s important contributions: “Hong Kong’s engineering sector is making remarkable breakthroughs in innovation and applied technologies: from Building Information Modelling (BIM) and Modular Integrated Construction (MiC) to digital twin and beyond.” He noted that the Government values the HKIE’s role in advancing MiC adoption and welcomes the recent milestone where over 200 HKIE members became the first in Hong Kong to gain professional titles in the GBA under a pilot scheme.  “These developments will further unlock regional opportunities and strengthen Hong Kong’s integration into national development,” Mr Lee said.

Vice Minister of Human Resources and Social Security, Mr Wu Xiuzhang, affirmed the HKIE’s readiness to align Hong Kong’s engineering and construction sector with the nation’s overall development, and to advocate the establishment of the GBA Federation of Engineering Organisations (GFEO).  He also appreciated the HKIE’s active promotion of mutual recognition of professional qualifications between Hong Kong and the Mainland, which has made significant contributions to building a high-calibre talent hub in the GBA.  He remarked: “Over the past 50 years, the HKIE has forged ahead with determination and achieved remarkable success, contributing ‘Hong Kong’s wisdom, China’s approach’ to global engineering standards, while also bearing witness to and participating in Hong Kong’s historical transformations.”

The Recognition “Exemplary Project”

Hong Kong has long been home to numerous landmark engineering projects.  At the Dinner, the “Dongjiang–Shenzhen Water Supply Scheme” was conferred the “Exemplary Project” recognition.  Dongjiang water has supported both Hong Kong’s economic activities and daily life; this recognition carries added significance in the year marking the 60th anniversary of water supply from the Mainland to Hong Kong.

The HKIE Awards

Four of the Institution’s most prestigious annual awards were also presented during the Dinner: the HKIE Honorary Fellow, the HKIE Gold Medal, President’s Award, and Young Engineer of the Year Award.

Every year, individual distinguished members would be potentially elected by the HKIE in recognition of their contributions to the HKIE, the profession, or their achievements in science and engineering.  This year’s elected members are Past President Ir Dr Andrew K C Chan and President of Hong Kong Baptist University Ir Prof Alexander P K Wai.

The HKIE Gold Medal is presented to an outstanding member for related professional accomplishments and contributions.  This year’s recipient is Ir Stephen W K Chik, who possesses 40 years of experience in railway and property infrastructure. 

President’s Award was established to honour members who have made exceptional contributions to the HKIE.  This year’s elected member is Ir Duncan W O Wong, who has held various roles in the HKIE and international engineering organisations.

Young Engineer of the Year Award is organised every year by the HKIE to recognise the achievements and services of young engineers in the engineering profession, in social affairs, and within the HKIE.  This year’s Awardee is Ir Dr Zheng Pai, and the recipients of the Certificates of Merit are Ir Calvin K F Leung and Ir Stephanie Y T Leung.

The HKIE 50th Anniversary Legacy Award

The HKIE 50th Anniversary Legacy Award aims to honour outstanding engineering projects, breakthrough technologies, and transformative initiatives over the past 50 years.  These numerous engineering accomplishments, spanning from the 1970s through to the 2010s and beyond, have had a profound and lasting impact on Hong Kong and the global engineering fields, professions, and societies.  The Award was divided into three categories: Industrial, Innovation, and Infrastructure.  From over 100 nominations, 19 outstanding projects were rigorously shortlisted by a professional panel, with the final three projects selected by public vote as being the most impactful.

(香港，2025年2月26日) 就財政司司長於今天 (2月26日) 發表之2025-26年度《財政預算案》，香港工程師學會 (下稱「學會」) 歡迎政府採納學會早前向政府提交的部份建議，有助香港應對眼前挑戰，同時抓緊機遇，促進高質量發展，推動經濟長遠發展。學會對今次的財政預算案，有以下回應：

促進創科及新型工業化發展

培育新質生產力的其中一個核心是推動人工智能發展。學會樂見政府計劃撥款1億元，推出為期兩年的「製造及生產線『升』級支援先導計劃」，政府將按1:2的配對比例，向每家在港營運生產線的企業提供最高25萬元資助，學會認為，此舉有助企業設立智能生產線，並建議政府進一步優化計劃，為聘用本地工程師和技術人員的香港公司提供額外資助。另外，學會亦歡迎政府籌備推出「創科加速器先導計劃」，以配對形式向每家專業初創企業服務機構提供最高3,000萬元資助，進一步豐富本港的初創生態圈。

學會亦樂見政府採納我們的建議，積極推動低空經濟的長遠發展。政府計劃在今年第二季向立法會提交修訂《小型無人機令》的建議，研究為各項「先進空中運輸系統」訂立新的專用法例，並與內地當局就低空經濟相關議題加強對接，相信能有效促進兩地合作與發展。

此外，學會認同香港可以在國家自主研發的C919飛機進軍國際市場的過程中發揮重要作用。香港國際航空學院將擴展培訓課程，涵蓋與C919飛機相關的範疇，並探討推動香港發展成為亞洲首個飛機部件處理及交易中心，進一步提升香港在航空領域的國際地位。

人才競爭及培育

政府將於短期內優化「輸入內地人才計劃」和「一般就業政策」，讓具備專業技術資格及經驗的年輕非學位專才來港，這正正有助工程界填補現時副學位人才的短缺。

在培育人才方面，學會一直不遺餘力。我們樂見政府預留資源促進建造業專業發展，包括未來兩年支持「主要項目精英學院」，為就讀建造業相關兼讀制學位課程的學員提供在職培訓津貼，以及資助建造業界為合共約2,500名工程、建築、測量、規劃及園境的學位畢業生提供在職培訓，協助更多青年人獲取專業資格，有助業界內持續培育年輕人才。

另外，學會對預算案中提到的兩項培訓相關措施感到欣喜。政府及建造業議會將合共撥款2億4,500萬元，資助業界為約3,500名年青專才提供在職培訓津貼。此舉從技術人員以至專業人士不同層面提供在職培訓機會，不僅能提升年青業界人士的專業知識和經驗，更能為他們提供清晰的晉升及進修階梯，從而吸引更多人加入建造業。學會期望與政府和建造業議會共同推進各項培訓和吸引年青人加入行業的措施，並推動更廣泛的科技應用，相信這些舉措能有助應對業界未來的人力需求，推動香港基建、經濟和社會的可持續發展。

學會樂見政府邀請科企未來一年透過到校的產品展示或實地參觀等，與學生互動交流，並為校園編程及人工智能學習等科技教育提供資源，進一步提升青少年對創科應用的興趣和能力。學會亦樂意協調會員，為科技分享過往入校經驗，為中小學提供專業工程意見，長遠為工程專業建立人才庫。

規劃基建推動可持續發展

學會樂見政府加速推動北部都會區建設，並優先投入資源發展區內重點產業，包括創新、高端專業服務和現代物流、專上教育和文化體育及旅遊，採用更多元的發展模式，例如試行「片區開發」，並計劃今年下半年起陸續為三個試點項目進行招標。

在交通基建方面，學會亦樂見政府的積極規劃，將於年內展開港深西部鐵路（洪水橋至前海）項目的勘查及設計研究，並推進北環線支線的詳細規劃及設計。另外，政府將爭取就南港島線（西段）項目開展詳細規劃及設計，並計劃分別於今年就啟德項目、明年就東九龍及洪水橋／厦村及元朗南新發展區項目進行招標。

學會認同透過城市規劃與工程優化項目，能促進香港的經濟活力。我們支持政府推動維港海濱優化項目，包括完善海濱設施、提升公共空間設計及改善交通連接，以打造更具吸引力的城市景觀。此外，學會亦支持政府研究在紅磡打造海濱新地標的計劃，透過結合商業、住宅及遊艇旅遊設施的綜合發展，進一步提升區域的經濟價值與旅遊吸引力。這些工程項目不僅能為社區注入活力，更能透過優化基礎設施及提升遊客體驗，鞏固香港作為國際旅遊城市的地位。

學會歡迎政府推動綠色航運及綠色航空，助力香港成為綠色船用燃料加注中心，並推動在香港國際機場應用可持續航空燃料。政府亦透過新能源運輸基金資助專營巴士營辦商購買電動巴士，及資助的士業界購買電動的士。同時，政府也推出資助計劃，推動業界安裝高速充電樁。

把握大灣區機遇

學會樂見政府接納學會早前的建議，積極推動大灣區「組裝合成」建築的優勢互補和產業發展，聚焦「組裝合成」建築的研發、品質認證和國際市場推廣，並與廣東省及澳門特區合作，為建造業技術工人及技術人員擬定灣區技術標準，以及推展「一試多證」，準備公布首個試行工種的灣區標準，以上措施均可充分發揮香港作為「超級聯繫人」及「超級增值人」的優勢。

現時香港和國家正朝向高質量發展的道路前進，香港與內地及大灣區的合作將更為重要。香港工程師學會及工程界將繼續貢獻專業工程知識和能力，與各界攜手建設更美好的香港。

(Hong Kong, 27 February 2025) The Hong Kong Institution of Engineers (HKIE) welcomes the Government’s adoption of some of our previously submitted recommendations in the 2025-26 Budget.  These measures will help Hong Kong address the challenges in sight while seizing opportunities to promote high-quality development and drive long-term economic growth.  The HKIE’s responses to the Budget are as follows:

Promoting Innovation and Technology (I&T) and New Industrialisation

One of the core drivers of new quality productive forces is the advancement of Artificial Intelligence (AI).  The HKIE welcomes the Government’s allocation of HK$100 million to launch the two-year Pilot Manufacturing and Production Line Upgrade Support Scheme (Manufacturing+), under which enterprises operating production lines in Hong Kong will receive matching grants of up to HK$250,000 on a one-to-two matching basis.  The HKIE believes that this initiative will assist enterprises with establishing smart production lines and recommends that the Government enhance the Scheme further by offering additional subsidies to local companies employing local engineers and technologists.  In addition, the HKIE welcomes the Government’s plan to launch the I&T Accelerator Pilot Scheme, which will provide matching grants of up to HK$30 million per professional start-up service agency, further enriching Hong Kong’s start-up ecosystem.

The HKIE is also pleased to note the Government’s adoption of our recommendations to actively promote the long-term development of low-altitude economy.  The Government is planning to submit proposed amendments to the Small Unmanned Aircraft Order to the Legislative Council in the second quarter of this year, explore the enactment of new legislation dedicated to Advanced Air Mobility, and strengthen cooperation with Mainland authorities on matters related to low-altitude economy. These measures are expected to facilitate cross-border collaboration and development.

Furthermore, the HKIE recognises Hong Kong’s potentially significant role in supporting the international market expansion of the country’s domestically developed C919 aircraft.  The Hong Kong International Aviation Academy will expand its training programmes to cover C919-related fields and explore driving Hong Kong towards becoming the first aircraft parts processing and trading centre in Asia, further solidifying the city’s global position in aviation.

Trawling for and Nurturing Talent

The Government’s imminent plans to enhance the Admission Scheme for Mainland Talents and Professionals and the General Employment Policy will allow young non-degree holding professionals with technical qualifications and experience to work in Hong Kong.  These plans will specifically address the shortage of associate degree-level talent in the engineering sector.

The HKIE is committed to talent development and is pleased to note the Government’s allocation of resources to support professional development in the construction industry.  Over the next two years, the Government will support the Centre of Excellence for Major Project Leaders, provide on-the-job training subsidies for trainees enrolling in part-time construction-related degree programmes, and fund the construction sector’s on-the-job training for approximately 2,500 graduates in engineering, architecture, surveying, planning, and landscape architecture.  These initiatives will assist young practitioners with obtaining professional qualifications and strengthen the industry’s talent pipeline.

The HKIE is also delighted by two additional training-related measures outlined in the Budget.  The Government and the Construction Industry Council (CIC) will jointly allocate HK$245 million to subsidise on-the-job training provided by the sector for approximately 3,500 young specialised professionals.  By offering on-the-job training opportunities across both technical and professional levels, the initiative will not only enhance young professionals’ expertise and experience, but also provide clear progression pathways in their careers and continual education, thereby attracting more talent to the construction sector.  The HKIE is eager to work with the Government and the CIC to advance various training programmes and measures that attract our youth to the profession, as well as to encourage more extensive technological applications.  It is believed that these measures can address future workforce demands in support of Hong Kong’s infrastructure, economic, and social development.

The HKIE is also pleased to note the Government’s plan to engage technology enterprises in student outreach activities over the coming year, including on-campus product demonstrations and site visits, and to allocate resources for technological education such as coding and AI learning in schools.  The HKIE stands ready to coordinate its members to share their experiences and provide engineering insights for primary and secondary schools, contributing in the long term to the engineering profession’s talent reserve.

Infrastructure Planning and Sustainable Development

The HKIE welcomes the Government’s acceleration of Northern Metropolis development and its prioritisation of investments in the major industries within the area, including I&T, high-end professional services and modern logistics, tertiary education, and culture, sports, and tourism.  The HKIE also supports the Government’s adoption of a diversified development approach, such as piloting “large-scale land disposal”, and its plan to commence tendering for three pilot projects in the latter half of this year.

The HKIE is heartened by the Government’s proactive planning of transport infrastructure, including the commencement of investigation and design studies for the Hong Kong-Shenzhen Western Rail Link (Hung Shui Kiu – Qianhai) project and the detailed planning and design of the Northern Link Spur Line.  Additionally, the Government is expending efforts on initiating the South Island Line (West) project’s planning and design, as well as planning to tender, respectively, for the Kai Tak project this year and for the East Kowloon, Hung Shui Kiu/Ha Tsuen, and Yuen Long South New Development Area projects next year.

The HKIE shares the view that urban planning and engineering projects can unleash Hong Kong’s economic vitality.  We are supportive of the Government’s initiative to forge a more appealing cityscape by enhancing the Victoria Harbour waterfronts, including refining waterfront facilities, upgrading public space designs, and improving transport connectivity.  We also welcome the impending study on developing a new harbourfront landmark in Hung Hom that aims to integrate commercial, residential, and yacht tourism facilities to further strengthen the area’s economic and tourism appeal.  These projects will not only revitalise communities but also enhance infrastructure and visitor experiences, reinforcing Hong Kong’s position as a world-class tourism destination.

The HKIE appreciates the Government’s promotion of green shipping and green aviation, including efforts to position Hong Kong as a green maritime fuel bunkering centre and advance the application of sustainable aviation fuel at the Hong Kong International Airport.  Furthermore, the Government will subsidise franchised bus operators in purchasing electric buses, and the taxi trade in purchasing electric taxis, under the New Energy Transport Fund.  A subsidy scheme will also be launched to provide impetus for the industry to install fast chargers for electric vehicles.

Leveraging Opportunities from Greater Bay Area (GBA)

The HKIE is pleased to note the Government’s adoption of our recommendation to leverage complementary advantages and synergies in Modular Integrated Construction (MiC), and to develop it into an industry in the GBA.  Efforts will be focused on MiC’s research and development, quality accreditation, and international market expansion.  Guangdong Province and the Macao SAR will join hands with the Government to formulate GBA standards on the skill levels for the construction sector’s skilled workers and technicians, and to take forward the “One Examination, Multiple Certification” arrangement, with the GBA standards for the first pilot trade to be announced in due course.  These initiatives will fully leverage Hong Kong’s role as a “super-connector” and “super value-adder” in the region.

As our nation, together with Hong Kong, advances towards high-quality development, collaboration between Hong Kong and the Mainland, including the GBA, will become increasingly important.  In collaboration with different sectors, the HKIE and the engineering sector will construct a better Hong Kong through our continual contributions of professional expertise and capabilities.

(香港，2025年1月28日) 香港工程師學會（下稱「學會」）已就2025-26年度《財政預算案》諮詢提交建議，供財政司司長考慮。學會的建議重點關注鞏固香港經濟、促進發展，和應對外圍環境的不確定因素，就著五個主要範疇提出策略性措施的建議，以維護穩健的公共財政體系，並充分利用香港在内地和全球之間的樞紐地位。

1. 發展優先次序和策略

學會強調基礎建設對於經濟增長、社會投資和創造就業機會相當重要。為應對發展項目所面對的經濟困難，學會建議：

• 優先發展交通網絡、公共房屋、可持續發展項目，和新型工業化項目；
• 探索靈活運用公私營機構合作 (Public-Private Partnership, PPP) 和私營機構注資 (Private Finance Initiative, PFI)；
• 政府調整工程項目開展時間表，加推公共工程作為短期措施；及
• 實施中央「一站式」跨部門審批機制，進一步簡化流程。

2. 新型工業化和創新科技

創新科技和新型工業化是香港長遠繁榮發展的關鍵。學會建議：

• 成立專門的低空經濟專責小組，爭取社會共識，重點推動低空經濟相關的基建發展；
• 為聘用本地工程師和技術人員的香港公司提供額外資助；及
• 提升現有資助計劃和加速器計劃的靈活性、可及性，和針對性。

3. 可持續發展與碳中和

在滿足發展需求的同時，學會強調可持續實踐和碳中和的重要性。為實現這些目標，學會建議：

• 推進數字水務路線圖，節約對發展高科技產業相當重要的水資源；
• 撥款推動綠色燃料技術的研發及可應用於海上作業的試點項目；
• 為鼓勵採用綠色燃料提供稅務優惠；
• 探索利用水庫表面面積進行太陽能發電的可行性，而這些太陽能可用於生產綠氫；
• 投資回收設施，推動碳捕捉項目，推進回收技術；
• 增加電動車基礎設施，將其納入新發展區的城市規劃中，以及延長電動車首次登記稅的優惠政策，並簡化「一換一」計劃申請程序；
• 通過設立與國際標準接軌的專業碳交易平台、監管框架和統一碳審計標準，加強香港的碳交易市場；
• 制定和推廣用於評估可持續發展實踐績效的標準、準則，和評估工具；
• 多樣化的綠色金融產品範圍；及
• 將採購流程轉向「價值導向」招標模式 (Value-based Tendering)，將整體質素、可持續性和生命周期成本納入為優先考慮因素。

4. 提升工程人才供應和能力

為滿足香港未來的工程界的人力需求，並提升工程人才的專業水平，學會建議：

• 將參與香港工程師學會工程畢業生培訓計劃而聘用工程畢業生作為見習生的政府補貼由每月5,610元提升至10,000元或以上；
• 在大型工程合約中加入條款，規定聘用一定數量的年輕工程師；
• 將高價值合約拆分，為中小型承包商創造機會；及
• 為新質生產力和新型工業化的培訓推出專項資助計劃。

5. 支持建造和工業外展計劃

粵港澳大灣區快速發展，學會認為加速香港與大灣區融合能為本地工程行業帶來機遇。學會建議：

• 參考國際標準和國標，提高建築標準；
• 制定大灣區標準，促進本地使用優質、高成本效益的建築材料；
• 加強與内地合作，創造更多就業機會；及
• 擴大「職稱」評估範圍，納入更多工程界別。

學會將繼續與香港工程界攜手為香港的長期繁榮和福祉貢獻專業力量。

(28 January 2025, Hong Kong) The Hong Kong Institution of Engineers (HKIE) has submitted recommendations to the Financial Secretary for consideration in formulating the 2025-26 Budget.  Focused on bolstering Hong Kong’s economy, promoting development, and addressing external uncertainties, HKIE’s submission underscores key concerns and suggests strategic measures to uphold a resilient public finance system and leverage Hong Kong’s pivotal role between the Mainland and the global community. 

1. Development Priorities and Strategies

HKIE stresses that infrastructure development is vital for economic growth, societal investment, and job creation.  To address economic challenges in development projects, HKIE recommends:

• Prioritising transportation networks, public housing, sustainability initiatives, and new industrialisation efforts;
• Exploring flexible adoption of Public-Private Partnership (PPP) and Private Finance Initiative (PFI);
• Government adjustment of project timelines and temporary expansion of public work projects; and
• Implementing a centralised “one-stop” interdepartmental approval system for further streamlined processes.

2. New Industrialisation and Innovation & Technology (I&T)

I&T and new industrialisation are key drivers of the city’s long-term prosperity. HKIE proposes:

• Establishing a dedicated task force for low-altitude economy and social consensus, emphasising investment in essential infrastructure;
• Providing additional subsidies for local companies employing Hong Kong engineers and technologists; and
• Enhancing customisation, accessibility, and targeted outreach of existing funds and accelerator schemes supporting I&T initiatives.

3. Sustainability and Carbon Neutrality

While addressing development needs, HKIE emphasises the importance of sustainable practices and carbon neutrality.  Recommendations to achieve these goals include:

• Advancing the digital water roadmap to conserve water resources crucial for high-tech industries;
• Allocating funds for the research and development (R&D) of green fuel technology and pilot projects demonstrating its viability in maritime operations;
• Providing tax incentives to encourage the adoption of green fuel technologies;
• Explore the feasibility of utilising reservoir surface areas for solar power, which could be harnessed for green hydrogen generation;
• Investing in recycling infrastructure, promoting carbon capture projects, and advancing recycling technologies;
• Enhancing electric vehicle (EV) charging infrastructure and incorporating it into urban planning in new development areas, as well as extending the First Registration Tax concessions for EVs and streamlining the “One-for-One Replacement Scheme” application;
• Strengthening Hong Kong’s carbon trading market with a professional trading platform, robust regulatory framework, and unified carbon auditing standards aligning with international standards;
• Developing and promoting standards, guidelines, and assessment tools for evaluating performance against sustainability practices;
• Diversifying the range of green financial products; and
• Shifting procurement processes towards a value-based tendering approach that prioritises overall quality, sustainability, and lifecycle costs considerations.

4. Enhance Capacity and Availability of Engineering Workforce

To meet Hong Kong’s future manpower needs and enhance the expertise of the engineering workforce, HKIE suggests:

• Increasing the monthly subsidy for Scheme “A” Training from HK$5,610 per registered trainee to HK$10,000 or more;
• Introducing clauses in major contracts mandating the employment of a minimum number of young engineers;
• Breaking down high-value contracts to create opportunities for small- and medium-sized subcontractors; and
• Allocating dedicated funding for training in New Quality Productive Forces and New Industrialisation.

5. Support Outbound Construction Industrial Initiatives

Given the significant growth in the Greater Bay Area (GBA), HKIE sees the opportunities available for the local engineering sector with enhanced integration.  HKIE proposes:

• Enhancing building standards and benchmarking international standards and Guobiao;
• Establishing GBA standards to facilitate local use of high-quality, cost-effective construction materials;
• Collaborating with the Mainland to create more job opportunities; and
• Expanding the scope of “Professional Title” evaluation to include additional engineering disciplines.

(香港，2024年12月18日) 香港工程師學會（「學會」）歡迎立法會通過建造業付款保障條例草案（「條例」），為改善業內付款情況訂立機制，推動行業良性發展。

拖欠付款問題一直困擾建造業界，有機會增加合約雙方的財政負擔，影響從業員生計，難免對維持工程進度和質量造成壓力。經過多年努力，業界不同持份者已達成廣泛共識，支持該法例的推出。

學會願意協助落實審裁機制，務求迅速、低成本地解決爭議，縮短對付款申索及到期支付款項的回應時限，從而改善合約付款情況，提升業界的營運環境，並減少投標者因擔心被拖欠付款而提高標價的情況。此外，這也將有助於減少建造業工人被拖欠薪金的情況，確保工作團隊能準時收到應得的款項。

會長馬紹祥工程師表示：「作為一個有不少會員為建造業從業員的專業團體，學會歡迎立法會通過該條例，推動行業的良性發展，保障業內所有持份者，最終達致建造業的可持續發展。」

(Hong Kong, 18 December 2024) The Hong Kong Institution of Engineers (HKIE) welcomes the passage of the Construction Industry Security of Payment (SOP) Bill by the Legislative Council (LegCo), marking a pivotal step towards enhancing payment practices in the construction industry and fostering its sustainable growth. 

Payment delay has long plagued the construction industry.  It potentially increases financial burdens on contracted parties and affects the livelihoods of industry practitioners, inevitably adding pressure to maintaining project schedules and quality.  After years of effort, stakeholders from across the industry have reached a broad consensus in support of the introduction of the SOP legislation. 

The HKIE is committed to facilitating the implementation of the adjudication mechanism.  This mechanism is designed to swiftly and cost-effectively resolve disputes, shorten response times for payment claims and overdue payments, enhance payment practices and improve the business environment, ultimately curbing the practice of inflating bids due to payment uncertainties.  Moreover, this will reduce instances of unpaid wages for construction workers, ensuring prompt and just compensation for their work. 

President Ir Eric MA Siu-cheung stated, :With a diverse membership deeply engaged in the construction sector, HKIE welcomes the passage of this Bill by the LegCo.  This milestone not only propels the industry towards robust growth but also safeguards the interests of all industry stakeholders, paving the way for a sustainable future in construction."
