政府對石牆樹的管理 Management of Stonewall Trees by the Government
根據發展局的樹木登記冊中顯示,現時有309棵石牆樹生長於政府土地上。它們多數位於人煙稠密的市區,令公眾十分關注政府對這些石牆樹的管理,以確保它們健康生長和維持樹木的穩定性。

為此,香港園境師學會和香港工程師學會成立了聯合專責小組,檢討香港政府的石牆樹管理機制。小組檢視了發展局發布的樹木管理指引及相關立法會文件,並訪問相關持份者,深入了解政府管理石牆樹的運作。

聯合專責小組注意到現行石牆樹風險評估指引,主要集中於評估樹木的生長狀況,並沒有全面評估石牆樹的穩定性。此外,公眾對防止石牆樹倒塌措施的接受程度不高。

聯合專責小組對政府提出以下建議:

透過公眾教育,提高市民對石牆樹風險的意識和緩減樹木倒塌風險措施的接受程度。
推動樹藝、園境和工程專業之間的合作,進行針對石牆樹安全的技術研發工作。
完善樹木護養指引,以加強石牆樹的安全。
檢討現行按「綜合管理方式」管理石牆樹的策略。
提升為石牆樹進行風險評估人員的培訓及教育要求。

According to the Tree Register maintained by Development Bureau (DEVB), there are 309 stonewall trees on Government land. Many of those trees are located in densely populated urban areas. Management of the stonewall trees to maintain their healthy growth and stability has aroused a vast public concern.

With the dedication to create a safe and green living environment of Hong Kong, The Hong Kong Institute of Landscape Architects (HKILA) and The Hong Kong Institution of Engineers (HKIE) established a Joint Task Force (JTF) to conduct an independent review of the prevailing practice of managing stonewall trees adopted by the Hong Kong SAR Government.

The JTF scrutinized the current tree management guidelines promulgated by DEVB and a relevant LegCo Paper, and convened interviews with stakeholders to gain in-depth appreciations of the prevailing practice of the stonewall tree management.

The JTF noted that the current guidelines adopted for assessing risk of stonewall trees focus on health defects of the trees. There lacks a well-established and comprehensive guideline which covers the stability assessment of stonewall trees. In addition, public's acceptance of carrying out mitigation measures against the risk of stonewall tree collapse is not sufficient.

The JTF made the following recommendations to the Government for consideration:

(i) Raising public awareness of the risk of stonewall tree collapse and the need for necessary precautionary mitigation measures through enhanced public education.
(ii) Promoting research and development of technical work pertaining to stonewall tree safety with collaboration of arboricultural, landscape architectural and engineering professionals.
(iii) Stepping up the arboricultural maintenance guidelines for enhancing safety of stonewall trees.
(iv) Reviewing the integrated approach for management of stonewall trees.
(v) Enhancing the training and education requirements of personnel involved in assessment of stonewall tree safety.

The Review and Recommendation Report by the JTF, which details the review and the recommendations, has been submitted to the Secretary for Development, Mr. Paul CHAN Mo-po. A copy of the Report (English only) is now available to the public via the following links:

(香港,2016年6月24日) 香港工程師學會(學會)欣然公布蔡健鴻工程師於
2016年6月23日舉行的第41屆會員周年大會上榮任第42屆會長。陳志超工程師則任期屆滿,成為上任會長。

新任會長蔡工程師致力於任內與會員攜手努力,為學會及工程業界,以及整體社會謀求發展與福祉,共創更美好的明天。

蔡會長闡述「五個我們的:一個學會‧一個專業‧一個未來‧一帶‧一路」將會是學會本年度的前進方向。「一帶一路」的合作倡議,是中國未來的策略發展藍圖,將會帶動多項大型基礎設施及建築工程,以達至連接歐亞各地的目標,亦為香港工程師提供一個寶貴機會,以國際水平的專業工程知識,在香港和「一帶一路」沿線國家的經濟發展上擔當重要角色。蔡會長指出:「我們是時候審視香港的工程專業人才在『一帶一路』倡議中,可作出的貢獻及如何從中受惠。」

蔡會長憑藉其豐富的專業知識和管理經驗,以及對業界服務的熱忱,必能在其任內帶領學會繼續展示傑出的表現,並在現今充滿機遇的時刻,重點發揚整體工程專業的實力,不論會員來自不同的工程專業範疇亦團結一致。

(Hong Kong, 24 June 2016) The Hong Kong Institution of Engineers (The HKIE) is pleased to announce the installation of Ir Joseph Choi Kin-hung as the 42nd President for Session 2016/2017 at The HKIE 41st Annual General Meeting (AGM) on 23 June 2016. Ir Chan Chi-chiu became the Immediate Past President.

Ir Choi, the newly installed President, is dedicated to working hand in hand with members to achieve their common goals for the benefit and advancement of the Institution, the engineering profession and the community.

Ir Choi highlighted that “Our Five O’s: One Institution‧One Profession‧One Great Future‧One Belt‧One Road” will be the theme for the Institution for the year ahead. He emphasised that the strategic vision of Belt and Road Initiative for the future development of mainland China, which calls for extensive infrastructure construction to connect Asia with Europe and beyond, is a great opportunity for Hong Kong engineers to leverage their knowledge of international technical standards to play a significant role in the economic prosperity of Hong Kong and countries along the “Belt and Road”. “It's time for us to explore the Belt and Road Initiative further and see what we as engineering professionals can contribute to as well as benefit from it,”
Ir Choi remarked.

With his extensive management experience, devoted commitment and strong enthusiasm for serving the industry, Ir Choi is well positioned to represent and lead the HKIE to help sustain excellence of the profession, particularly in this new era of opportunities, to promote the strength and cohesiveness of the engineering profession across all disciplines during his term of presidency.

The AGM also announced that Ir Thomas K C Chan and Ir Dr Philco N K Wong were successfully re-elected as the Vice Presidents and Ir Ringo S M Yu was elected as the new Vice President in this Session. The five new Elected Ordinary Members of the Council are Ir Prof Lam Cheuk-fung, Ir Lau Ming-yu, Ir Cheng Tim, Ir Wong Sek-cheung and Ir Jenny F Yeung. 香港工程師學會頒獎典禮

(香港,2016年5月24日) 香港工程師學會(下稱「學會」)為慶祝成立40周年,特別以「工『情』與你四十載,群策群力建未來」作為主題,透過一系列慶祝活動與業界及公眾分享喜悅,冀望加深市民對工程業界的認識,並吸引年輕人投身工程專業。學會於2016年5月23日所舉行的頒獎典禮中,頒發了多個比賽獎項予中小學生,包括「中學生眼中的香港工程專業」微電影創作比賽、「工程師的一天」報告比賽及「童心看工程」繪畫比賽。

「中學生眼中的香港工程專業」微電影創作比賽
作為「欣賞香港」運動的項目之一,這個比賽旨在讓學生認識香港工程專業和工程師的職業,特別讓有志投身工程行業的同學加深對業界的瞭解,有助他們計劃未來。學會期望學生以劇本創作、拍攝手法、鏡頭運用等技巧,多角度表達比賽主題,藉此發揮創意及團隊精神,從中汲取與工程相關的知識和擴闊視野。今次的比賽設有兩個組別,包括劇情片及紀錄片組別,吸引了多間中學組隊參與,作品極具水準。

「工程師的一天」報告比賽
學會於2014/2015年度及2015/2016年度舉辦了「工程師的一天」活動,讓中學生通過參觀不同的工程機構,實地考察,與工程師交流,了解和體驗工程師一天的工作。「工程師的一天」報告比賽讓參加了活動的中學生,撰寫富趣味性的活動報告,闡述參觀當日之所見所聞及個人感受。

「童心看工程」繪畫比賽
學會於年初舉辦的「童心看工程」繪畫比賽,對象為小學四至六年級學生。作為「欣賞香港」運動的項目之一,是次比賽以「今天的工程,明日的香港」為主題,吸引多間小學積極參與,反應熱烈,作品極具水準,比賽已於三月份完滿結束。比賽設有冠、亞、季軍及20名優異獎,得獎者除獲頒贈書券外,部份得獎作品亦安排由5月初起至5月31日於港鐵金鐘及灣仔站的社區畫廊作公開展覽,其餘得獎作品亦將於7月在港鐵九龍塘及佐敦站的社區畫廊展出,讓學生從工程角度設計的理想城市透過此平台作展示。

香港工程師學會頒發 兩項工程界殊榮予傑出工程師 The Hong Kong Institution of Engineers Conferred Two Engineering Awards to Outstanding Engineers
(香港.2016年2月23日) 香港工程師學會於2016年2月22日所舉行的第41屆周年晚宴中,頒發了2項工程界的殊榮。龐永達博士、工程師獲頒本年度「傑出青年工程師獎」;至於第九年舉辦的「香港工程師學會青年會員創意獎」(組別I),則由徐道鴻先生及郝天偉博士奪得。

傑出青年工程師獎2016

有鑒於往年反應熱烈,香港工程師學會今年再度舉行「傑出青年工程師獎2016」。候選的青年工程師無論在工程專業、社會事務以及學會會務上均有出色的成就及貢獻。評審委員會透過多番嚴格審核與面試,選出當中表現最突出的青年工程師。本年度此獎項的得主為龐永達博士、工程師。

龐永達博士、工程師以一級榮譽的成績畢業於香港大學電機電子工程系,先後獲得張鑑泉紀念獎學金、英國劍橋海外基金會獎學金及英國海外研究生獎學金,並於劍橋大學工程系修讀博士課程。他曾受業於聖約翰書院,及在納米科學中心進行研究。在2005年完成博士論文後,他再前赴美國國家標準技術研究所深造成為博士後研究員。2008年,他加入香港大學電機電子工程系從事學術工作,現職副教授。他的研究興趣主要集中在開發先進傳感技術及其在電網和醫療的應用。他負責多個由政府和業界資助的工程研究項目,並發表了超過八十篇期刊論文及一百篇會議論文。他致力提供優質的工程教育,更獲頒香港大學學院傑出教學獎。

龐博士、工程師對服務香港工程師學會和社區亦不遺餘力。他是香港工程師學會電子分部委員會委員及學校大使計劃的學校大使,並服務於香港特別行政區政府多個部門包括教育局和發展局的委員會。他更帶領工程本科學生展開四川5•12大地震後的學校重建計劃。除了成為香港工程師學會會員及電機、電子及能源界別的註冊專業工程師外,他也獲得特許工程師、特許物理學家、特許能源工程師、及國際工程學權威組織電機及電子工程師學會高級會員等多項國際專業資格。他積極參與全球工程事務,是電機及電子工程師學會的磁學學會香港分會的創會主席,同時擔任多個國際工程會議組織委員會委員,並出任多份國際科學與工程期刊的編輯。

本年度,除「傑出青年工程師獎」外,學會亦同時頒發優異獎予張政毅工程師。


香港工程師學會青年會員創意獎2016

為鼓勵學會青年會員透過創新應用工程知識以發揮創意,喚起他們對工程知識和工作方面的興趣,學會第九度舉辦「香港工程師學會青年會員創意獎2016」,並得到已故會員歐陽國盛工程師家人贊助是次活動。參賽作品必須屬於學會專業界別的範疇,設計的原創性及創意均為主要評審準則。比賽分兩個組別,包括組別I — 發明,以及組別II — 創新應用。本年度的大獎得主為徐道鴻先生及郝天偉博士(組別I)。

組別I — 發明

快速生物污水處理 — 徐道鴻先生及郝天偉博士

生物污水處理是一種利用微生物分解污水中有機污染物的污水處理技術。現今污水處理發展的關鍵因素是採用高效的生物處理反應器,而其主要的挑戰來自微生物理論及流體力學知識的結合。

這項發明簡單有效地提升傳統厭氧生物反應器的效能。透過使用顆粒污泥及間歇曝氣的操作方式,令生物反應器的效能提升至最佳程度,同時亦令生物反應器的製造過程更簡易及更具操作彈性,長期評估亦顯示生物反應器的處理效果得到改善。

徐道鴻先生在2013年於香港科技大學土木與環境工程系取得學士學位,他現就讀科大土木工程博士學位。他的研究興趣包括高效污水處理技術以及污水中的重金屬回收。而郝天偉博士目前則為香港科技大學的博士後研究員。

本年度,學會亦同時頒發優異獎予組別I的袁彪洪先生、黎漢鋒先生、袁慧珊小姐和組別II的林家發博士、工程師。

(23 February 2016, Hong Kong) The Hong Kong Institution of Engineers (HKIE) presented its "Young Engineer of the Year Award" to Ir Dr Philip W T Pong and its "HKIE Innovation Awards for Young Members" to Mr Tsui To Hung and Dr Hao Tianwei (Category I) at the Institution's 41st Annual Dinner held on 22 February 2016.

Young Engineer of the Year Award 2016

Following the overwhelming response to the "Young Engineer of the Year Award" in previous years, the HKIE was delighted to organise the "Young Engineer of the Year Award" for 2016. The competition for the award this year was intense as all candidates have made significant contributions and outstanding achievements to the profession, to the community of Hong Kong and to the HKIE, creating a major challenge for the panel of judges.

This year the award was bestowed on Ir Dr Philip W T Pong. Ir Dr Pong received the Stephen Kam Chuen Cheong Memorial Scholarship for his bachelor studies in Electrical and Electronic Engineering at The University of Hong Kong (HKU), where he graduated with first class honours. He then received the Cambridge Overseas Trust Scholarship and the Overseas Research Students Award of the United Kingdom, which enabled him to pursue a PhD in engineering at the University of Cambridge.

Ir Dr Pong was educated in St John's College and carried out his research study in the Nanoscience Centre. After completing his PhD thesis in 2005, he conducted postdoctoral research at the National Institute of Standards and Technology in the United States. In 2008, he joined his alma mater, the HKU's Department of Electrical and Electronic Engineering, where he is now an Associate Professor. His research interests are focused on the development of advanced sensing technologies and their applications in power grids and healthcare. He is the principal investigator in many engineering research projects funded by the Government and various industries, and has published more than 80 journal papers and 100 conference papers. He endeavours to provide his students with an outstanding engineering education and has received the HKU's Faculty Outstanding Teaching Award.

Ir Dr Pong is committed to serving the HKIE and community. He is a Committee Member of the HKIE Electronics Division and a HKIE School Ambassador. He serves on a number of government committees under the Education Bureau and Development Bureau and he led engineering undergraduates on the 5.12 Sichuan Post-Earthquake School Reconstruction Project. He also strives to obtain international professional recognition in addition to being a member of the HKIE and Registered Professional Engineer in the Electronics, Electrical and Energy Disciplines, he is also a Chartered Engineer, Chartered Physicist, Chartered Energy Engineer, and Senior Member of the Institute of Electrical and Electronics Engineers (IEEE). He actively engages with the global engineering community and currently serves on the management team of the IEEE Magnetics Society. He is the Founding Chairman of the IEEE Magnetics Society – Hong Kong Chapter and is on the organising committees of many international engineering conferences. He also serves on the editorial board of a number of international scientific and engineering journals.

The "Young Engineer of the Year Award", Certificate of Merit was presented to Ir Ken C N Cheung.


The HKIE Innovation Awards for Young Members 2016

The Institution launched the HKIE Innovation Awards for Young Members in 2008 with a new initiative with the generous support of the family of the late Ir Kenneth Au-yeung. The aim of the award is to encourage young members to develop their creativity through the innovative application of engineering knowledge, and to inspire them to develop their intellectual and career interests in engineering. Entrants can focus on any areas of engineering disciplines within the context of the HKIE. There are two main categories; Category I - An Invention; and Category II – An Innovative Application of Engineering Theories. The innovativeness of the Design will be assessed on its originality and creativity.

Category I - An Invention

The winners of this year in this category, Mr Tsui To Hung and Dr Hao Tianwei received their award for their invention of "High-rate Bio-engine for Sewage Treatment".

Biological wastewater treatment is the use of microorganisms to degrade and decompose organic materials in wastewater during treatment. Developing an efficient bioreactor, which is considered paramount in modern high-rate wastewater treatment process, requires knowledge of both microbiology and hydrodynamics. Optimising the process involves theoretical and computational challenges brought about the complexity of wastewater characteristics.

The winners introduce a simple and effective method for designing or upgrading conventional anaerobic bioreactors. It maximises the potential loading capacity of a bioreactor by using well-settable granular sludge and intermittent gas sparging. This invention also offers more operational flexibility and less complexity in bioreactor construction. Improved bioreactor performance has been shown in a long-term evaluation.

Mr Tsui To Hung is currently a PhD student majoring in Civil Engineering at The Hong Kong University of Science and Technology (HKUST). He received his BEng degree in Civil and Environmental Engineering from the HKUST in 2013. His research interests include the development of cost-effective technologies for wastewater treatment and the recovery of resources such as heavy metals from waste streams. Dr Hao Tianwei is currently working as a Postdoctoral Research Fellow at the HKUST.

Certificates of Merit for Category I were presented to Mr Yuen Piu Hung, Mr Lai Hon Fung and Miss Yuen Wai Shan while Certificate of Merit for Category II was presented to Ir Dr Carlos Lam.

香港工程師學會 四十周年運動會暨家庭同樂日 The Hong Kong Institution of Engineers 40th Anniversary Sports and Family Fun Day

(香港,二零一六年一月三十一日)香港工程師學會(下稱「學會」)今天於香港大學何鴻燊體育中心舉辦四十周年運動會暨家庭同樂日,是次活動為學會首次舉辦的同類型活動,超過七百名嘉賓、會員及其家人出席參與。作為學會成立四十周年的大型慶祝活動之一,學會希望藉著是次活動讓會員享受家庭樂之餘,亦可以透過有益身心的運動,在輕鬆的氣氛下互相交流。

開幕典禮由政務司司長林鄭月娥女士,GBS,JP;立法會議員(工程界功能界別)盧偉國博士、工程師,SBS,MH,JP;香港工程師學會會長陳志超工程師,SBS及香港工程師學會副會長暨「四十周年運動會暨家庭同樂日」籌備委員會主席黃唯銘博士、工程師主持,合力推開載有氣球的木箱,象徵學會會員在過去四十年同心合力為建設香港作出的貢獻,同時寄望工程界在未來將有更美好的發展,而四十周年運動會暨家庭同樂日亦隨即展開。

香港工程師學會會長陳志超工程師指出:「適逢2015年是學會由1975年成立至今40周年,而在過去的40年,學會在社會發展上擔當著重要的角色。今個年度我以『工「情」與你四十載,群策群力建未來』作為主題,向大眾彰顯工程師多年來於不同專業範疇為建設香港而作出的貢獻。」陳會長續說:「身心健康是我們為家庭拼搏及社會發展的本錢,工程業界亦不例外。香港多項大型基建包括多條鐵路、廣深港高速鐵路及港珠澳大橋等項目正如火如荼地進行,這些基建需要不同工程界別的人才群策群力令工程得以順利進行,推動社會的可持續發展,為市民建造一個安居樂業的環境。我們希望透過這個運動會,讓大家更加注重工作與生活之間的平衡。」

為慶祝學會四十周年,是次活動特別設置「香港工程師學會四十周年盃」,吸引多個政府部門及私人機構/公司組隊參賽,並由林鄭月娥女士擔任頒獎嘉賓;當日亦舉行了多項田徑比賽及團體競技遊戲,現場氣氛熱烈,各參賽者均踴躍參與。當日更設有多項兒童比賽、家庭比賽及攤位遊戲等,藉此透過這些有趣刺激的活動讓參加者享受家庭之樂,共度一個溫馨愉快的週日。
