The HKIE has always kept in pace with the development of international practice and standards. To be in line with the international trends in the assessment of engineers seeking professional standards, the Council approved the HKIE Competence Standard for Professional Engineers (Corporate Members) and the launch of the Competence-based Professional Assessment and the Scheme “A” Training in competence-based format in April 2019.
The HKIE Competence Standard for Professional Engineers (Corporate Members)
The following competences (in four broad areas, namely Applying Engineering Knowledge, Developing Technical Solutions, Managing Engineering Work and Upkeeping Professional Acumen) set the standard expected for engineers seeking professional recognition as Corporate Members by undertaking a competence-based assessment administered by the HKIE. In addition to the following twelve elements of the competence standard, written communication skills are required.
- Comprehend and apply knowledge of accepted principles underpinning widely applied good practice for professional engineering;
- Comprehend and apply knowledge of accepted principles underpinning good practice for professional engineering that is specific to Hong Kong;
- Define, investigate and analyse complex engineering problems in accordance with good practice for professional engineering;
- Design or develop solutions to complex engineering problems in accordance with good practice for professional engineering;
- Be responsible for making decisions on part or all of one or more complex engineering activities;
- Manage part or all of one or more complex engineering activities in accordance with good engineering management practice;
- Identify, assess and manage engineering risk;
- Conduct engineering activities to an ethical standard prescribed by the HKIE;
- Recognise the reasonably foreseeable social, cultural, health, safety, sustainability and environmental effects of professional engineering activities generally;
- Communicate clearly with other engineers and others that he or she is likely to deal with in the course of his or her professional engineering activities;
- Maintain the currency of his or her professional engineering knowledge and skills;
- Exercise sound professional engineering judgement.
Competence-based Professional Assessment for Corporate Membership
The competence-based assessments conducted by the HKIE require applicants to provide sufficient outcome evidence to demonstrate that they are able to consistently apply knowledge, understanding and skills to the standard expected of a professional engineer at Corporate Member level.
According to the implementation timeline, the Competence-based Professional Assessment will be applicable to applications for Corporate membership submitted on or after 1 April 2019 and that candidates who submit the applications for resit of Professional Assessment for Corporate membership between 1 April 2019 and 31 December 2020 can choose either the current assessment system and the competence-based assessment system. Once the candidate chose the Competence-based Professional Assessment, the candidate is not allowed to revert back to the current assessment system.

Scheme “A” Training in Competence-based format
To align with the HKIE competence standard, the Training-by-Objectives of all Disciplines using competence-based format have been mapped out. All Training Objectives have been rewritten to Training Outcomes, and are included in the Consolidated Model Training Guides.
Scheme “A” Training in Competence-based format will be applicable to all trainees with training start date on or after 1 April 2019. The training documentation in competence format is now available on the HKIE website.

To enhance the procedures for submissions under the Mandatory Window Inspection Scheme (MWIS), new Specified Forms for MWIS have been fully implemented by the Buildings Department in August 2018 to replace the old forms.
A briefing session for Qualified Persons under MWIS will be held by the Buildings Department to provide an introduction of the new Specified Forms. Details are as follows:

The HKIE Secretariat
On the recommendation of the Qualification and Membership Board, the Council approved the proposal to remove the Product Template Route and that a grace period of six months would be provided commencing 16 March 2018. Applicants who wish to apply for the class of Member via the Product Template Route should submit their applications to the Secretariat on or before 15 September 2018. The Hong Kong Institution of Engineers (HKIE) welcomes the initiatives and measures as laid out in the 2017 Policy Address, which covered the engineering-related aspects including innovation and technology, Smart City, land and housing supply, building safety, STEM (Science, Technology, Engineering and Mathematics) education and the Belt and Road initiative, in order to promote the development and improve the livelihood of citizens in Hong Kong.
In particular on the topic of wide public interest relating to the Administration’s support for non-profit-making organisations to explore the feasibility of constructing pre-fabricated modular housing on idle sites, the HKIE is of the view that such construction method for building transitional housing could be one of the viable solutions to addressing the current housing shortage in Hong Kong.
The mode of “factory assembly followed by on-site installation” could be a possible means to provide cost-effective constructions which overcomes site constraints and boosts productivity. It is observed that such construction method has already been practised in other countries such as the UK and Singapore in recent years, which demonstrates its construction effectiveness.
To achieve the best results from modular construction, good project management and planning, as well as stringent quality control of the pre-fabricated building parts are required. Under this context, the building quality and safety of construction site could then be enhanced, with the construction lead time being shortened.
The HKIE is eager to share our engineering expertise and provide professional views to the Administration and relevant organisations to facilitate effective implementation of the modular construction methods, which brings the supply of high-quality transitional housing to our community in the near future.

其中近日公眾關注的議題 – 政府考慮協助非牟利機構研究在閒置土地興建預製組合屋，學會認為以「組裝合成」建築方法建造過渡性住屋，可為解決現時香港房屋短缺的其中一個可行方案。
透過「先裝後崁」概念，可克服建築工地環境的限制，並可提高當中的成本效益和房屋建造力。學會留意到一些海外國家如英國及新加坡等，於近年亦已採用同類建築方法以作樓宇建造。
「組裝合成」建築方法能提升房屋質量及工地安全，並縮短建築施工期。學會認為，通過良好的項目管理和計劃，及嚴格監控預製組件的生產品質，能使「組裝合成」建築方法達致最佳成效。
學會樂意與政府及有關機構分享工程上的專業意見，以協助有效實施「組裝合成」建築法，為社會提供更多高質素的過渡性房屋。
Preparatory Seminar for the HKIE Structural Examination (Written Examination)
We are pleased to announce that the HKIE Structural Division and the Department of Civil and Environmental Engineering of the Hong Kong Polytechnic University are going to organize a Preparatory Seminar which aims to better equip candidates who have applied for the coming HKIE Structural Examination. The speakers will be the Chief Examiners of the Written Examination. Details of the Seminar are as follows:

Candidates who wish to join the Seminar please fill in the reply form and return to the HKIE together with a payment of HK$150 on or before 20 October 2017 (Friday). The Seminar is open to all, but priority will be given to candidates who have applied for the Examination. The applications for the Seminar will be accepted on a first-come-first-served basis as limited seats available.

A confirmation email will be sent to the successful applicants for the Seminar by 24 October 2017 (Tuesday). Presentation of the confirmation email for registration is required.
Please note that successful application for the Seminar does not imply successful application for the Structural Examination. Eligible applicants for the Examination will be informed of the detailed examination schedule 3 weeks before the date of the examination that is scheduled to be held on 5 December 2017 (Tuesday).

The HKIE Structural Examination
The Institution is pleased to announce that the coming Written Examination of the HKIE Structural Examination will be held on 5 December 2017 (Tuesday) at Kowloonbay International Trade & Exhibition Centre (九龍灣國際展貿中心).
Applicants passing the HKIE Structural Examination and meeting the experience requirements will be eligible to become Corporate Member of the HKIE in the Structural Discipline.
The HKIE Structural Examination has the following features:-
(1) It consists of two parts: (a) a Written Examination and (b) an Interview.
(2) The Written Examination consists of two sections in the form of (a) multiple choice questions (one hour) and (b) design questions (six hours).
(3) Passing the Written Examination is not a pre-requisite for taking the Interview or vice versa.
Candidates who wish to apply for the HKIE Structural Examination are required to submit the relevant application form and fees to the HKIE on or before 31 August 2017 (Thursday).
