throughout the world. It has signed agreements for reciprocal
recognition of professional and technologist qualifications with many engineering

The Institution is a signatory to the Washington
Accord which caters for the mutual recognition of first degrees
in engineering. It is also a member of the Federation of Engineering
Institutions of Southeast Asia and the Pacific (FEISEAP) and an
affiliated member of the World Federation of Engineering Organisations
(WFEO).

Events
International Engineering Meetings (IEM)
2007
The IEM 2007 was held on 17-22 June 2007 in Washington D.C.,
United States. The IEM represents a series of meetings including
the Washington Accord, Sydney Accord, Dublin Accord, Engineers
Mobility Forum (EMF), Engineering Technologists Mobility Forum
(ETMF) and APEC Engineer. The participants of the HKIE in the
IEM 2007 were Ir Kenneth HSU, Chairman of Accreditation Board,
Ir Professor J M KO, Chairman of Hong Kong APEC Engineer Monitoring
Committee and Hong Kong EMF Monitoring Committee and Mr Albert
CHOW, Director of Qualifications.
The following is a brief summary of the meeting outcomes:
Washington Accord
Korea, Chinese Taipei (in IEM 2007) and Singapore (in IEM Workshop
2006) were admitted as a Full Signatory to the Washington Accord
whereas India, Sri Lanka and Russia have been admitted as Provisional
Signatories.
United States was elected as Chair of the Washington Accord while
South Africa has taken up the Deputy Chair.
Sydney Accord
United States was admitted as a Provisional Signatory to the
Sydney Accord while South Africa was successfully verified by
the meeting for the next six years.
Hong Kong, China and Australia were elected as Chair and Deputy
Chair of the Sydney Accord respectively.
Engineers Mobility Forum (EMF)
Sri Lanka and Singapore were admitted as a Full Signatory to
the EMF. South Africa continued to be the Chair of the EMF while
New Zealand was elected as the Deputy Chair.
APEC Engineer
The revised APEC Engineer Manual was approved by the meeting
and the meeting agreed to consider further harmonization of APEC
and EMF rules and procedures at its next meeting.
Malaysia and Singapore were elected as Chair and Deputy Chair
of the APEC respectively.
Engineering Technologists Mobility Forum (ETMF)
The meeting approved the assessment statement submitted by the
HKIE and authorized the HKIE to launch a register for engineering
technologist under the ETMF in Hong Kong, China after 1 July 2007.
The HKIE will also form the Hong Kong ETMF Engineering Technologist
Monitoring Committee in this regard.
United Kingdom was elected as Chair of ETMF while Canada has
taken up the Deputy Chair.
The six chairs of the Agreements shall form the Governing Group
of all international agreements and will be responsible for overall
co-ordination and administrative actions in between meetings on
issues affecting all international agreements. The Institution
is very encouraged to see Ir Dr Alex S K CHAN be elected as Chair
of Sydney Accord. Ir Dr Alex S K CHAN was nominated by the Institution
and was unanimously supported by all signatories of Sydney Accord
during IEM 2007.
The IEM 2007 managed to establish a professional secretariat
to provide secretarial services to all agreements and Institution
of Professional Engineers, New Zealand was appointed as the first
professional secretariat.
